PE, Extracurricular Athletics, and Students with Disabilities

On January 25, 2013, OCR issued guidance clarifying school districts' existing legal obligations to provide equal access to extracurricular athletic activities to students with disabilities. The OCR guidance builds on a resource document that OSEP issued in 2011. The document, Creating Equitable Opportunities for Children and Youth with Disabilities to Access Physical Education and Extracurricular Athletics, provides information on improving opportunities for children and youth with disabilities to access PE and athletics; refers the reader to sources of additional information regarding the inclusion of children and youth with disabilities in PE and athletic extracurricular activities; and can be found at


Together, these documents share information with states and schools to develop and implement equal access to PE and extracurricular athletic activities for all children and youth with disabilities.
